Project Governance
Members of the governance committees are directly accountable for the direction and execution of the UC Davis Content Management System initiative. In carrying out their charges, these committees have defined and addressed the university’s requirements and goals and for the management of the initiative’s impact upon the organization. The committees have included representatives from across campus.
Structure
The Web CMS governance structure is lead by the Project Sponsors: the Vice Provost for Information and Educational Technology, the Vice Chancellor for University Relations and the Assistant Vice Chancellor for University Communications. The structure includes the following committees:
Web CMS Steering Committee
Beneath the Project Sponsors is the Web CMS Steering Committee, composed of senior executives and principal stakeholders committed to the project who have the authority to make policy decisions that have department, college, campus and institution-wide impacts. These include representatives of Information and Educational Technology, University Communications, the Communications Council, the Deans Technology Council and the Technology Infrastructure Forum.
Functions
The Steering Committee and its members:
- Provide feedback, advice and input to the project committees;
- Approve direction and project goals;
- Resolve conflicts (e.g. resource, requirements conflicts);
- Monitor the status and progress of the implementation, including the project budget and funding, and periodically report on progress to the Project Sponsors;
- Review and approve the activities of the Implementation Committee;
- Communicate with campus groups to champion ongoing project support and sponsorship;
- Establish criteria for success;
- andWill present its finding and recommendations regarding full-scale campuswide deployment to the Project Sponsors

Implementation Committee
The Implementation Committee is responsible for developing and implementing a plan to guide the integration and deployment of the selected Web content management solution. The committee has identified needs and brought together campus stakeholders, experts and resources critical to the successful implementation of the selected solution.
The committee members are now overseeing the pilot program, establishing criteria for success, and conducting tests and other evaluations to ensure the readiness of the solution for broad acceptance and use by the campus community.
The Implementation Committee will:
- Establish and document a complete service strategy;
- Coordinate, in collaboration with appropriate technical and administrative leadership, department, school and college and administrative unit requests to join the service, and effectively integrate those units’ Web sites into the central CMS service;
- Develop a formal mechanism for departments, schools and colleges and administrative units to request and/or develop additional templates, page types and other components, and for the review, approval and integration of such additions into the system;
- Deploy a complete and ongoing training program and curriculum; and
- Initiate and support a campus community of mutually supportive CMS users, developers and trainers.

Requirements and Evaluation Committee
The Requirements and Evaluation Committee was responsible for identifying and prioritizing the campus’s requirements, defining key features and functions, identifying evaluation criteria, developing use cases, evaluating CMS options, and documenting the capabilities and fit of various software-based solutions.
The committee considered all aspects of the campus’s needs and constraints, including technical, content and workflow, accessibility, interface, impact on staff workload and other requirements. It developed a formal functional and technical requirements document for use in subsequent product and vendor identification and evaluation activities. Members also participated in the analysis and evaluation of potential options and the selection of a content management solution for the campus.
